Position/Classification Title Accountant Classification Type SHRA Position required to work during periods of adverse weather or other emergencies: Y - Mandatory Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Preferred Years Experience, Skills, Training, Education Experience in institution of higher education.
Experience working with integrated financial software, financial implementation and conversion initiatives.
Extremely accurate with figures, ability to interpret state fiscal regulations, very good analytical ability and the ability to prepare various accounting reports, and considerable knowledge of accounting/budgetary principles and practices. Required License or Certification Primary Purpose of Position This position reports to the AVC of Budget and Planning. The primary purpose of this position is to lead a team of budget professionals in developing budget modules, identifying and implementing operational efficiency opportunities. This includes managing, supervising and interpreting and establishing guidelines, parameters, schedules and procedures for budget preparation. This position will develop policies for budget monitoring and control; presenting reports and interpretive budget analysis for senior management; and serving as a consultant to support individual administrators in the strategic management of their departmental resources. This will includes establishing new budgets for new programs and monitoring of on-going budgets. Monitor revenues and expenditures throughout the fiscal year and directly manage related activities during year-end closing. This position will continually assess and make recommendations to the AVC of Budget and Planning regarding efficiency and effectiveness of business processes and make recommendations for improvement. They will also assist in analyzing and evaluating new programs and their related budget impacts. Primary Function of Organizational Unit The Office of Budget and Planning is responsible for directing budget and financial reporting for N.C. A&T State University. The University budget is over 250 million dollars and is comprised of multiple complex funds and accounts. Preparation of state and federal biennium operating budgets is a key function of this office including the preparation of reports utilized by executive leadership including General Administration and Office of State Budget and Management. This office monitors and controls departmental budgets and revenues of the University. In addition, this office establishes sound revenue projections and allotments which permit units to operate efficiently. This office is also responsible for reviewing financial transactions to assure compliance with University policies and procedures and state regulations. Work Hours 8:00 AM - 5:00 PM; Monday - Friday Key Responsibilities and Related Competencies Required Competency Duties -Manages the day to day operations of the budget office.
-Supports the AVC of Budget and Planning by providing input in planning, creating and monitoring an institutional , data driven, goal oriented budget.
-Manages the development and design of University budgets.
-Supervises and orchestrates the budget forecasts and analysis: supervises budget preparations, manage the University biennium budget request, manage year-end close, and prepares requests for submission to General Administration, Office of State Budget, and General Assembly on a regular basis.
-Maintains the budget system involving reoccurring task including: supervising the preparation and submission of budget revisions, providing a breakdown of budget items for certified budgets and maintaining budget controls and records for the University budget office.
-Provides the necessary reporting to monitor and reflect institutional revenues and expenditures and will analyze data and information to isolate trends in spending and revenues. -Shares conclusion with the appropriate personnel for planning efforts and documentation of standard accounting practices.
-Supervises and works closely with the Budget Office Staff.
-Manages routine balancing, journal entries and complex calculations.
-Manages the budgeting functions and utilize the information and figures to complete budget transfers, reports, correcting entries and redesigning budget accounts or correcting/ reversing expenditures.
-Manages the monthly allotment process and will assist with the continuation and expansion budgets.
-Manages the year-end reporting process and will report directly to the AVC for this process.
-Serves as project manager for all projects related to the Office of Budget & Planning.
-Provides information to General Administration, Office of State Budget and other Universities regarding program growth and the future needs of the University.
-Works with the University community to ensure that the institution is in compliance through audit of records and periodic spot checks.
-Reports expenditures and forecasts budgetary needs. Required Competency Communication and Interpersonal Skills Duties -Acts as liaison to external agencies, such as OSBM , OSC , Treasurer, NCGA and UNCGA .
-Provides consultation and assists in training Program Managers in planning new programs or forecasting the needs of future programs.
-Works closely with General Administration and the Office of State Budget in communicating the budgetary needs of the University and managing the important day to day operations of the budgetary process.
-Serves as management resource to campus for the interpretation of budget rules and regulations. Required Competency Decision Making & Problem Solving Duties -Serves as the responsible person for identifying requirements for system related projects such as IBIS and Banner; these are complex systems and will require special skills in program planning and in-depth understanding of accounting principles and university budgetary operations and future plans.
-Provides special reports and information to faculty and program directors as requested; requests are frequent and require budget analysis and research.
-Applies knowledge of state and federal guidelines, plus application of standard accounting principles and practices. Required Competency Supervision Duties -Supervises Budget Office Staff by providing leadership and initiatives that enable success.
-Manages and delegates work loads to team based on skill sets of teams.
-Performs the annual performance reviews of direct reports.
-Acts as officer in charge in the absence of the AVC of Budget and Planning.
-Ensures that team tasks and assignments are completed according to established deadlines.
