To apply or nominate go to www.imsearch.com/7806.* Primary Purpose of the Organizational Unit The Finance Division is responsible for the management of the fiscal assets of the University and providing financial services to the campus community. This includes development and supervision of financial systems, processes, controls, and fiscal management to ensure accurate and efficient service. The Finance Division is comprised of Accounting Services, Financial Planning and Budgets, Bursar Operations, Purchasing, and Contracts and Grants. UNCG's FY2020 operating expenses totaled $456 million, while the University has funding sources in excess of $463 million, and an endowment of approximately $314 million. Outstanding debt as of June 30, 2020 is $286 million. Moody's maintains Aa3 on the University's general revenue bonds; Standard and Poor maintains an A+ rating on the University's general bonds. Factors contributing to these positive ratings include healthy operating and capital support from the UNC System; the University's strategic and central location; and a history of solid financial planning and management. Position Summary The University of North Carolina at Greensboro ( UNCG ) seeks an experienced and collaborative financial leader for the position of Associate Vice Chancellor for Finance ( AVCF ). Reporting to the Vice Chancellor for Finance and Administration, the AVCF will play a critical role in the strategic and operational functioning of the institution, with direct responsibility for all financial matters pertaining to the institution and providing for the financial integrity of UNCG . The AVCF supports and enables the strategic planning and policy process with integral financial expertise, acting as a trusted partner and advisor to the Vice Chancellor for Finance and Administration, and providing leadership across the University as a trusted source of counsel on all matters budgetary and financial. The AVCF will lead the Finance Division, housed within Finance and Administration and responsible for the management of the fiscal assets of the University and providing financial services to the campus community. This includes the development and supervision of financial systems, processes, controls, and fiscal management to ensure accurate and efficient service. The Finance Division includes: Accounting Services; Financial Planning and Budgets; Bursar Operations; Purchasing; and Contracts and Grants. UNCG's FY2020 operating expenses totaled $456 million, and the University has an endowment of approximately $314 million. In overseeing such critical functions, the AVCF will promote a spirit of service and entrepreneurship within the finance team. This individual will ensure accurate and timely communication with unit leaders and budget directors across campus and be a source of strategic counsel to enable effective, data driven decision making across the University. The AVCF will be an exceptional communicator, dedicated to the building of strong teams, transparent in decision making, and possessing a deep appreciation for the values of diversity, equity, and inclusion. The successful candidate will be a strategic thinker with strong technical knowledge and skills along with a familiarity with higher education and public sector budgeting. Minimum Qualifications A graduate degree, MBA preferred, MPA or Master's in Finance considered, or an equivalent combination of education and experience (BS or BA with a business or managerial major and five years of relevant experience) is required. Ten years of experience in increasingly progressive managerial and leadership positions in a complex environment to include higher ed, public or private, state or federal government, non-profits or corporate experience coupled with above required. Number of Months per Year 12 FLSA Exempt Key Responsibilities ________________________________________________________________________________________________________________________ Percentage Of Time 30 Key Responsibility Administration and Planning The AVC Finance is responsible for the administration of a department of approximately 75 authorized positions, consisting of professionals and technical/clerical personnel. The AVC Finance is responsible for all personnel decisions (hiring, training, evaluation, diversity, corrective discipline, dismissal) that affect the employees within the departmental units. The AVC Finance must plan and schedule the work to ensure that reports to system office, state and federal agencies are timely and accurate, and is responsible for meeting audit standards of federal circulars, North Carolina statutes and UNC System Administrative Memoranda. The AVC Finance provides vital input to the University for long-range and short-term financial planning and analysis. Major tasks include:
--- Participation in the University-wide planning process by projecting the financial consequences of chosen courses of action and analysis of alternatives. Prepare multi-year forecasts and financial plans for University funds.
--- Analyze the University's financial resources and develop strategies to accommodate changes.
--- Formulate and model recommendations on methods of financing the University's future educational, research, and public service objectives.
--- Identify improvements to the University's financial systems and associated administrative procedures to ensure effective and efficient processes and good customer service. Collaborate with Finance and Administration units, Information Technology Services and other campus stakeholders on recommended improvements.
--- Implement and maintain a system of adequate and appropriate internal controls.
--- Recommend and actively participate in University policy development, as appropriate. Percentage Of Time 25 Key Responsibility Budget Preparation, Execution and Analysis The AVC Finance is responsible for ensuring adequate preparation and execution of the University's budgeting process. Specific tasks include:
--- Plan and manage the development, preparation, and submission of the University's state budgets that include continuation, expansion and capital.
--- Orchestrate the development of long-term budgetary plans across all fund sources focusing on existing operations and strategic initiatives.
--- Communicate due dates, guidelines, targets, and requirements allowing adequate lead time to ensure campus-wide preparation.
--- Prepare budget analysis and make presentations to the VCFA , the Chancellor's Council, and the Board of Trustees.
--- Oversee the development and monitoring of University departmental and program budgets, both state and non-state funded, assuring compliance with UNC System and State regulations and University policies and best practices
--- Establish and monitor systems to assure that spending does not exceed available resources. Establish the management flexibility necessary to cope with unanticipated budgetary requirements.
--- Negotiate with Office of State Budget, Planning, and Management regarding budget transfers, allotments, and interpretation of guidance/rules.
--- Develop robust managerial reporting and internal dashboards to drive data driven decision making. Percentage Of Time 25 Key Responsibility Provide leadership and guidance for the departments located within Finance Controllership and Accounting
Manage the traditional controllership functions for all University funds (appropriated, institutional trust, and special funds). Major duties and responsibilities include:
--- Ensure that financial management systems facilitate compliance with applicable state and federal statutes, regulations, and guidance, as well as bond covenants and endowment agreements.
--- Provide timely and accurate financial reporting to North Carolina Office of State Budget and Management, Office of State Controller, Office of State Auditor, federal agencies, UNC System Office and the UNCG campus.
--- Oversee payments to faculty, staff and student workers using procedures that accommodate health plans, retirement plans, federal/state tax requirements, and allowable employee discretionary deductions.
--- Manage the University accounts payable/receivable systems, including verifying receipt of goods and services, vouchering, and ensuring payments are made/received in a manner that maximizes effective use of cash and other University resources.
--- Provide services to the departments of the University that support the stewardship of resources.
Bursar Operations
Manage the collection and cashiering operation for over 20,000 student accounts and administration of loan funds. This office also serves as the central depository for all funds receipted by campus departments. Major responsibilities include:
--- Make and enforce cash management policy as it applies to the physical receipt, custody, and security of all University cash.
--- Maintain current and accurate individual financial records on all students.
--- Maintain student loan information and records on all students who have accounts with outstanding balances.
--- Interact with the North Carolina Attorney General, IRS , and collection agents to ensure debts owed to the University are liquidated as efficiently and quickly as possible.
--- Provide services to students that assist in the helping them meet their financial obligations. Contracts and Grants
Manage the coordination of fiscal support activities for research and sponsored programs generally funded by federal agencies, the state or private entities. This includes ensuring fiscal compliance with award terms and conditions set by various funding agencies. Major responsibilities include:
--- Overseeing processes related to budget review, fund establishment, matching or cost sharing, authorization of specific types of expenditures, coordination of effort reporting, fiscal reporting, billing and cash management and award closing.
--- Managing the preparation and negotiation of the federal Facilities and Administrative Cost Rates and Fringe Benefit Rates.
--- Providing services to research enterprise of the University that support the strategic research mission. Purchasing The AVC Finance is responsible for ensuring efficient and timely acquisition of goods and services, ensuring the appropriate handling of physical asset inventories and surplus property. These activities are tightly controlled by the State of North Carolina and the AVC Finance is responsible for ensuring that all appropriate regulations are adhered to. Specific duties include:
--- Oversee management of purchasing processes including contracting, PCard administration, surplus property, etc.
--- Provide services to University departments that assist in the efficient acquisition of goods and services to carry out their respective mission. Percentage Of Time 10 Key Responsibility Process Improvement The AVC Finance is responsible for reviewing all systems, processes, programs, policies and procedures under their scope of responsibility on a continuing basis to address opportunities to improve the efficiency and effectiveness. A focus on service is core to the goals for the Finance Division and should be reflected by the AVC Finance. Percentage Of Time 10 Key Responsibility Special Assignments At UNCG , the incumbent is expected to perform certain additional duties that may include serving on University boards and/or committees, interacting with external groups representing the University, and other such duties as assigned by the VCFA and/or the Chancellor.
