Position End Date (if temporary) 09/01/2025 Basic Function The Title III Director is a full-time administrative position on a twelve-month calendar. The position will be sustained through the life cycle of the United States Department of Education's ( DOE ) Strengthening Institutions Program ( SIP ) awarded Title III grant: Revitalizing Enrollment, Retention, and Degree Completion at Guilford College. The Title III Director is primarily responsible for monitoring and approving all related budget requests and allocations, internal and external program reviews, and for the annual submission of the continuing application to the DOE . Further, the Title III Director is responsible for the maintenance of an accurate and timely reporting system between the College and DOE , as it relates to program evaluations, reports, budget revisions, and the like. The Title III Director reports directly to the President of the College and is ultimately responsible for full compliance with Title III regulations. The Title III Director also is responsible for maintaining accurate knowledge of Title III rules and regulations and working closely with the those individuals leading the various Title III activities to ensure that the funds are spent appropriately and that Title III reports are submitted by the required deadlines. This includes establishing and maintaining a close
relationship with the US Department of Education Title III Project Director assigned to the grant, attending all required federally sponsored information sessions and programs to ensure continuing accurate knowledge of federal rules and regulations. The Title III Director works closely with the Provost, the Vice President for Finance and Administration, and the Vice President for Advancement to implement all Title III activities as an integral part of the
institution's goals, objectives, and strategic directions. The Title III Director is funded from Title III funds for the aforementioned activities for the five-year life cycle of the grant extending October 2020 through September 2025. Duties and Responsibilities --- Ensures implementation of the Title III project in accordance with federal regulations and college policies and procedures.
--- Manages all day-to-day tasks, monitor progress, and provide oversight for all project components.
--- Ensures that the project is fully integrated into normal College administrative processes.
--- Facilitates the Title III grant program in such a manner as to maximize the grant to
strengthen the College, advance its mission, and implement its strategic directions.
--- Approves Title III project expenditures, maintains control over the budget, and takes
responsibility for the appropriate utilization of funds
--- Prepares project reports as prescribed in the evaluation plan or required by the College's assigned Program Officer.
--- Communicates an informed understanding of the objectives of the grant project to all College constituencies and maintains a Title III Project Operating Manual to articulate project policies and procedures, staff responsibilities and lines of authority, job descriptions for Title III staff, required forms, and appropriate reporting procedures.
--- Maintains records for the project, including implementation processes,
objectives, and planning.
--- Determines and periodically adjusts timelines for grant activities and measurable objectives.
--- Develops and implements an effective and objective system of evaluation of all grant components and their impact upon the College.
--- Coordinates with the external evaluator in implementing the third-party evaluation of
the project.
--- Ensures compliance with USDE policies, procedures, schedules, goals, and financial
reports.
--- Manages bi-weekly time and effort reports to be completed for each employee paid with Title III funds, as well as monthly progress reports submitted by Title III appointees.
--- Synthesizes program reports and overall program data into a Quarterly Executive
Summary Report to be presented to the President, Board of Trustees, Title III Steering
Committee, and grant personnel; prepares an annual presentation for the Board of
Trustees.
--- Conducts fiscal management of the grant in conjunction with the President and the Department of Finance and Administration, ensuring adherence to GAAP financial procedures; meets monthly with the College Controller to ensure grant funds are being properly handled and recorded; ensures that records maintained by Title III staff will be reconciled monthly with the College's financial records.
--- Oversees the development and currency of a web page dedicated to the Title III grant
linked to the College's website, publishing a monthly newsletter highlighting
accomplishments and milestones.
--- Periodically delivers presentations on project progress at relevant institutional
meetings/forums and distributes newsworthy features on Title III activities through the
Marketing Department for distribution to the local news media.
--- Meets regularly with the President and other senior administration regarding grant progress.
--- Coordinates and attends scheduled meetings with the Title III Steering Committee appointed by the President, and the Equitable Access Leadership Team ( EALT ) in compliance with the Department of Education's General Education Provisions Act ( GEPA ).
--- Serves on the College's Curriculum Committee to ensure appropriate integration of the Title III Director's role in curriculum approval and shared governance Minimum Qualifications --- Master's degree in educational administration or related field is required.
--- Minimum of two years, relevant experience with direct management of state and/or federal grant programs to include program evaluation and fiscal management required.
--- Excellent verbal and written communication skills; strong interpersonal skills, including demonstrated ability to work effectively and in authentic collaboration with a diverse group of faculty, students and staff. Preferred Qualifications --- Minimum of three years' experience in post-secondary education preferred.
--- Preferred familiarity with administration of USDE Title III grants; Experience managing large projects and teams in a complex environment.
--- Preference will be given to qualified candidates who demonstrate a commitment to recruiting, retaining, mentoring and actively engaging with underrepresented and underserved populations both on campus and in the broader community.
--- Preference will be given to qualified candidates with experience developing and utilizing information and technology resources and tools to promote understanding of privilege and oppression among people. Physical Requirements Education, planning, development, and communication are essential aspects of this position, which regularly requires both stationary activity and movement throughout across campus, as well as engagement within virtual environments; the effective use of computer hardware and software, and digital media; effective self-expression, discernment, and information exchange; and the ability to engage in observation and perception of situations related to interaction with others in both formal and informal learning settings and collegial gatherings.
